Tooltip hints cut off

The tooltip hints (help 'baloons') in the configuration/options pages get cut off due to what appears to be a too short tooltip.

In many fields the help tip is almost or completely useless just because the full text is not displayed.

Additionally, while on the topic, I think it would be helpful to add a link somewhere in the configuration dialogs (perhaps a new 'help' tab?) w/ some local help and a link to the wiki or better, a link to a local PDF/txt/whatever of the help wiki (snapshot at time of build, for example) and a link to the live wiki.

I think this would be a great, and probably not so difficult, addition to making VI much more usable and friendly.

Great extension btw, I find it indispensable. (just wish I understood better what all the bells, whistles and knobs were for, lol ;) )
